The above proverb, originally created in an ancient Asian culture or by various sages around the same time, has been one of Arthur's guiding principles since his youth.  It means, of course, that empowering people to care for themselves is a higher-quality goal than simply “waiting on them,” “doing for them,” or “giving them what they (claim to) want.”  In broader community– or humanity-serving terms, it is a first step in tikkun olam, “repairing the world.”  Like the man himself, the second part of the quotation is flexible and has many modernized variations, as in or such as:

Give a man a fish; you have fed him for today. Teach a man to fish; and you can sell him fishing equipment.”  “. . . Unless he doesn't like sushi—then you also have to teach him to cook.” “. . . Teach a man to sell fish, and he'll eat steak. . . . "  Teach a man to use the Net and he won't bother you for weeks.”  Authors unknown
